제도적 맥락화를 통한 진화경제지리학의 재접근

본 연구는 진화경제지리학에서 상대적으로 주목받지 못했던 지역의 진화 과정에서 다양한 스케일적 제도의 역할을 강조하며 진화경제지리학의 개념적 발전을 목적으로 한다. 진화경제지리학은 경제적 생산, 유통, 교환, 분배 및 소비의 공간적 조직이 시간이 지남에 따라 내부적으로 어떻게 변화하는지에 대한 과정을 탐구하는 이론적 프레임웍이며, 경로의존, 경로창출, 적응, (비)연관 다양성 등의 개념들로 지역 산업의 등장과 발전의 역사적 과정, 그리고 지역 경제와의 관계를 연구하는데 새로운 관점을 제공한다. 그러나 기존 진화경제지리학적 접근은 결정론적 관점, 장소에 대한 탈맥락적 접근, 다양한 스케일에서의 상호작용 간과라는 한계점을 드러내며, 경제 공간의 진화를 만들어내는 중범위, 거시적 수준에서의 제도적 영향력이나 국가의 역할을 주변화하는 경향이 있다. 이러한 한계점을 보완하고, 사례적 확장을 위해 경제지리학의 진화론적 접근의 이론적 발전이 요구된다. 진화경제지리학의 이론적 발전을 위해서는 다양한 스케일에서의 제도적 역할을 통한 지역적, 장소적 맥락화와 다양한 스케일적 과정을 통한 경제 공간 진화 분석의 스케일적 재조정이 필요함을 주장한다. 이는 지역 경제 구조 진화의 동인을 더욱 장소 및 스케일에 민감한 방식으로 이해할 수 있게 해, 진화경제지리학의 이론적 설명과 사례적 실재가 조응할 수 있도록 해 줄 것이다. This study aims for conceptual advancement of the Evolutionary Economic Geography(EEG) by elucidating the role of multi-scalar institutional contexts in regional evolutionary processes. The EEG is a conceptual framework that explores the processes by which the spatial organization of economic production, distribution, exchange, and consumption transforms internally over time. Concepts, such as path dependence, path creation, adaptation and (un)related variety, offer frameworks for analyzing the historical processes of regional industry emergence and development, and their relationship with the regional economy. Nevertheless, existing EEG approaches have revealed challenges, including a deterministic perspective, decontextualization of place and oversight of interactions across various geographic scales, which tends to marginalize the institutional influence at the meso- and macro- levels. To compensate for these challenges and for empirical expansion, a theoretical advancement of the EEG is required. This paper argues that both contexualization of place through the roles of institutions at both meso- and macro-levels, and rescaling of economic evolution through multi-level processes would be necessitated for the conceptual advancement of the EEG. In so doing, it will enable a more place- and scale-sensitive understandings of the drivers of regional economic structural evolution, allowing for theoretical accounts and empirical realities in the EEG to align.
