남북관계의 변화와 남남갈등

한국 사회에서 북한, 통일을 둘러싼 갈등은 여전히 해소되지 않은 채로 심각한 사회갈등의 한 축을 형성하고 있다. 그러나 최근 ‘새로운 남북관계’의 출현은 분단을 자양분으로 삼아 한국 사회를 지배했던 이데올로기 지형의 변화를 가져올 것으로 예상된다. 즉 지금까지의 분단-냉전 체제가 변화하면서 과거의 이데올로 기적 정당성이 허물어지고 있으며, 어느 일방의 극단적 선택이 더 이상 정당성을 얻지 못하는 방향으로 나아가고 있다. 이러한 냉전구조의 해체는 지금과 같은 ‘이분법적 갈등’이 더 이상 정당성을 갖지 못하게 됨을 의미한다. 그러나 분단-냉전 구조의 해체가 갈등 해결의 필요조건을 제공해줄 수 있지만, 충분조건이 될 수는 없을 것이다. 냉전의 담론 지형을 탈냉전의 담론 지형으로 바꾸어야 할 것이며, 제3의 길을 찾기보다는 오히려 민주주의와 평화와 정의 등 보편적 가치를 통한 담론의 재편성을 통해서만 건전한 갈등으로 전환될 수 있을 것이다. 따라서 한국 사회의 민주주의적 가치 그리고 평화와 정의에 대한 보편적 가치의 확산과 강화가 든든하게 밑받침되어야 한다. 냉전의 분단-안보-전쟁 패러다임이 근원적으로 의심받고 있고, 해체되고 있는 현실의 조건에서 우리가 추구해야 할 것은 바로 우리의 민주주의적 역량을 더욱 강화하고, 보편적 가치에 대한 사회적 합의에 기반을 둔 건전한 정책경쟁을 이끌어나가는 것이어야 할 것이다. The conflicts surrounding North Korea and reunification form a pillar of serious in South Korea, while these issues are still not resolved. However, the emergence of the recent “new inter-Korean relations” is expected to bring about a change in the ideological position. In other words, as the “Division-Cold War System” changed so far, past ideological legitimacy has been broken down and the extreme choices of either side(so called progressive vs conservative) are moving toward the inability to obtain justification from the public. The dismantling of this Cold War structure means that the “dichotomous conflict” like now can no longer be justified. However, the dismantling of the division-Cold War structure can provide a necessary condition for conflict resolution, but it cannot be a sufficient condition. We should change the discourse terrain of the Cold War to the discourse of the post-Cold War, and rather than seeking the third way, it can be transformed into sound conflict only through the reconstruction of discourse with universal values such as democracy, peace and justice. Therefore, the diffusion and strengthening of the universal values of democracy value, peace and justice in South Korea should be firmly supported. On the condition that the paradigm of war like the division-Cold War-security has been suspected and dismantled, what we must pursue is to strengthen our democratic capacities and lead to sound policy competition based on social consensus on universal values.
