해체계획서 신고대상 해체 공사의 행정절차 간소화 방안

Urban redevelopment and changing living environments are increasing the need for demolishing aging structures. This study proposes simplifying procedures for small-scale building demolitions, based on analyzing 15,070 cases over three years. Results indicate most demolition targets are small-scale, three floors or less, and under 500m2, particularly farmhouses under 200m2. A simplified demolition plan template is suggested to streamline notification and permit processes, making them more efficient. This approach is expected to reduce administrative burdens and help resolve the issue of abandoned houses in communities. Further research is needed to enhance the efficiency, cost, and time management in demolition projects. 도시 정비 사업과 주거 환경의 변화로 인해 고령 건축물의 해체 프로젝트가 점차 증가하고 있다. 이번 연구는 해체 대상 건축물 종에서 소규모 건축물의 해체 공사 신고와 허가 절차를 간소화하는 방안을 제시하고자 한다. 3년간 진행된 15,070건의 해체 공사 사례를 분석한 결과, 현재 해체공사의 행정 절차의 간소화가 필요하다는 사실을 확인하였다. 분석 결과 대다수 해체 대상 건축물은 3층 이하이며, 연 면적 500m2 미만의 소규모로 조사되었다. 이들 중 농가주택 등에 해당되는 연 면적 200m2 이하의 소규모 건축물의 해체공사 절차의 간소화가 필요할 것으로 판단되었으며, 이를 위하여 해체계획서 간소화 템플릿을 제안하였다. 이 템플릿은 해체 공사 신고 및 허가 절차를 효율적으로 만들어 줄 수 있을 것으로 기대되며, 연구에서 제안된 절차는 업무 부담을 줄이고, 지역 사회에서 발생하는 폐가 문제 해결에도 도움을 줄 수 있다. 향후, 해체공사 분야에 대한 다양한 연구를 통해 해체 공사의 전반적인 비용, 시간, 절차 개선을 위한 지속적인 노력이 요구된다.
