국제심판 양성사업 운영자 관점에서의 정책적 제언

[목적] 본 연구에서는 ‘국제심판 양성 과정’을 구성하고 있는 4가지 과정의 2022년과 2023년 운영 현황을 살펴보고, 수강 생들의 만족도 및 피드백 결과를 분석한 후, 운영진 관점에서 향후 본 사업이 나아가야 할 정책적 함의를 도출하고자 한다. [방법] 본 연구의 목적을 이루기 위해 문헌 고찰, 지표개발을 통한 설문 조사, 전문가 회의 등을 진행하였다. [결과] ‘국제심판 양성 과정’ 내 4개의 세부과정을 2022년과 2023년으로 구분하여 변경 내용, 만족도 조사 결과, 과정 운영을 통해 도출한 개선점 등을 분석하였다. 운영진의 관점에서 국제심판 양성종목 범위 설정에 대한 전면 검토의 시급성, 명확한 평가 기준 설정을 통한 투자 집중 종목 선정 및 모니터링, 현행 포맷에서의 중도 포기자에 대한 제제 장치, 장기간의 지원을 통한 성과 극대화 등의 정책을 제시하였다. [결론] 문화체육관광부 및 공단에서 국제심판 양성에 대한 보다 거시적이고 실질적인 KPI 설정을 통해 담당 실무자가 교체 되더라도, 방향성이 흔들리지 않고 사업이 계속되기를 기대한다. PURPOSE This study reviews the operational status of the four courses that comprise the 'International Referee Development Program' in 2022 and 2023, analyzes participant satisfaction and feedback, and derives policy implications for the program’s future direction from the perspective of its operators. METHODS To achieve the study objectives, a literature review was conducted, survey items were developed, and expert meetings were held. RESULTS The four sub-courses within the 'International Referee Development Program' were analyzed by comparing modifications made between 2022 and 2023, evaluating satisfaction survey results, and identifying operational improvements. From the operators’ perspective, the study emphasized the urgency of conducting a comprehensive review of the scope of sports included in the referee development program, establishing clear evaluation criteria for selecting and monitoring focus areas, enforcing sanctions for dropouts under the current format and maximizing outcomes through long-term support. CONCLUSIONS It is expected that by establishing more macro-level and practical key performance indicators (KPIs) under the guidance of the Ministry of Culture, Sports, and Tourism and the Korea Sports Promotion Organization, the program’s continuity and direction will be maintained, even in the event of changes in responsible personnel.
