통일교육의 내용선정과 조직에 관한 연구

이 연구에서는 교육과정 내용선정과 조직의 원리 측면에서 ‘2023 통일교육 기본 방향’과 ‘2022 개정 도덕과 교육과정’의 통일교육 내용을 분석하고 개선 방향을 제시하였다. 통일교육의 교육목표와 주요역량을 밝힌 다음, 통일교육의 내용선정과 조직의 원리를 규명하였다. 내용선정 시에는 일관성, 타당성, 균형성, 학습자의 흥미 고려, 학습 수행 가능성, 유용성 등을 고려해야 한다. 내용조직 시에는 계열성, 계속성, 범위, 통합성 등을 고려해야 한다. 분석 결과, ‘2023 통일교육 기본 방향’의 개선 방향은 다음과 같다. 첫째, 교육목표를 명확히 재규정한 후 교육내용을 일관성 있게 선정해야 한다. 둘째, 통일 필요성 중심의 내용이 지식으로서 갖는 한계를 극복해야 한다. 셋째, 학습자의 흥미와 수행 가능성을 높일 수 있는 내용을 선정해야 한다. 넷째, 국가 수준 교육과정 내용과의 혼란을 줄이기 위해 기본 방향만을 제시하는 것이 바람직하다. 다섯째, 국립통일교육원이 발행한 다른 자료와의 통합성을 높이기 위해 노력해야 한다. ‘2022 개정 도덕과 교육과정’의 통일교육 내용 개선 방향은 다음과 같다. 첫째, 총론 핵심역량과 조화를 이루는 교육목표와 주요역량을 고려해야 한다. 둘째, 내용의 깊이와 폭, 개인과 사회의 요구 등에서 균형성을 확보해야 한다. 셋째, 학생 발달 수준을 고려하여 계열성을 확보해야 한다. 넷째, 내용조직의 폭을 넓히고 학교급에 따른 깊이를 고려하여 범위를 적정화해야 한다. 다섯째, 교육과정 개발 단계에서 관련 교과 간, 교과 내 다른 과목 연구진의 협의를 통해 통합성을 높여야 한다. In this study, the content of Unification Education in the ‘2023 Basic Direction of Unification Education’ and the ‘2022 Revised Moral Education Curriculum’ were analyzed and directions for improvement were presented in terms of curriculum content selection and organizational principles. After clarifying the educational goals and main competencies of Unification Education, the principles of content selection and organization of Unification Education were identified. When selecting content, consistency, validity, balance, consideration of learner's interest, possibility of learning, usefulness, etc. must be taken into consideration. When organizing content, sequence, continuity, scope, and integration must be considered. As a result of the analysis, the improvement direction of the ‘2023 Basic Direction of Unification Education’ is as follows. First, the educational goals must be clearly redefined and the content must be selected consistently. Second, the limitations of knowledge centered on the need for unification must be overcome. Third, the interests of learners must be considered and content that will increase the likelihood of learning performance must be selected. Fourth, in order to reduce confusion with the content of the national level curriculum, we must consider ways to present only the basic direction. Fifth, efforts should be made to increase integration with other materials published by the National Institute for Unification Education. The direction for improving the content of Unification Education in the ‘2022 Revised Moral Education Curriculum’ is as follows. First, educational goals and key competencies that are in harmony with the core competencies presented in the 2022 revised Curriculum Guidelines must be considered. Second, balance must be ensured in the depth and breadth of content and the needs of individuals and society. Third, sequence must be secured by considering the student’s development level. Fourth, the scope of the content organization should be expanded and the scope should be optimized by considering the depth according to the school level. Fifth, when developing a curriculum, integration should be increased by activating consultation between researchers in related subjects or within the same subject.
