사회통합형 북한이탈주민정책을 위한 다문화 공간론적 접근의 시사점

이 논문의 목적은 다문화 공간론이 사회통합형 북한이탈주민정책에 주는 시사 점을 찾아보는 데 있다. 다문화 공간론은 기본적으로 북한이탈주민의 삶과 이야기 에 주목하도록 하고 있다. 다문화 공간을 영역, 장소, 스케일, 네트워크로 구분하여 접근하는 TPSN의 인식론은 세 가지를 시사하고 있다. 첫째는 장소감의 고양이다. 시민교육 체계와 시설을 통해 북한이탈주민을 다문화 시민으로 양성하고, 북한이탈주민을 보는 우리 사회 다수자의 인식을 개선해가며, 북한이탈주민을 위한 공감대 확산을 위해 그들의 삶과 이야기에 주목하는 일이 필요하다. 둘째는 건강한 영역화의 확장이다. 북한이탈주민을 위한 활동 공간과 체계가 이루어지도록 하고, 북한이탈주민이 영역화의 주체가 되도록 인정하고 맡기며, 북한이탈주민 집단 내부의 정치적 민주성을 잘 갖추도록 도와야 한다. 셋째는 북한이탈주민을 위한 다규모적 스케일 및 다차원적 네트워크의 형성과 발전이다. 글로벌 차원에서는 국제 NGO나 종교단체 등과 연계하는 활동이 가능하며, 국가 차원에서는 정착주기별, 기준별 맞춤형, 수요자 중심형 등으로 세분화하여 추진할 수 있고, 지역 차원에서는 각종 단체 및 사회관계 중심별로 접근할 수 있다. The purpose of this study is to explore the implications of multicultural space perspectives on the policy of social integration for North Korean defectors. Multicultural space perspectives basically focus on the lives and stories of North Korean defectors. TPSN epistemology that approaches multicultural space by territories, places, scales, and networks suggests three implications. First, it is an enhancement of the sense of place. Through civic education system and facilities, it is necessary to cultivate North Korean defectors as multicultural citizens, to improve awareness of the majority of Korean society who sees North Korean defectors, and to pay attention to the lives and stories of North Korean defectors in order to expand consensus. Second, it is an expansion of healthy territorialization. It is important to establish the space and system of activity for North Korean defectors, to recognize and entrust North Korean defectors for becoming the subject of societal change, and to help them to build well-developed political democracy within the defectors' group. Third, it is significant to form and reinforce multi-scales and multidimensional networks for North Korean defectors. With the global approach, it is possible to connect activities to international NGOs and religious organizations. With the national approach, this study divides set-up period, customized type by standards, and consumer-centered type. With the local approach, this research reviews how to access to community-based diverse organizations and social relationships
