동북 3성 개발계획과 중국의 국경지역 안보

본 연구의 목적은 중국의 동북지역 개발계획의 본질과 이를 통하여 추구하는 중국측의 의도를 국경지역 안보차원에서 규명하여 이에 따른 우리정부의 대응방안을 강구하는데 있다. 중국은 세계에서 가장 긴 국경을 가지고 있는 국가이며 가장 많은 접경국가를 가지고 있는 국가이기도 하다. 이러한 지정학적 위치로 인해 중국은 접경국가들과의 관계에서 국경안보에 많은 노력을 기울여 왔다. 특히 국경과 인접한 자국의 변경지역은 지역간 소득격차, 저개발 문제, 소수민족 문제 등 내적인 안보에 위협을 주고 있다. 이 논문에서는 접경국가와의 국경안보와 국내의 변경지역 안보를 국경지역 안보라는 개념으로 포괄하여, 중국이 지역개발 사업과 국경지역 안보를 어떻게 연계시켜 해결하고 있는지 분석하였다. 최근 중국에서 적극적으로 추진되고 있는 동북지역 개발사업의 본질과 의도를 살펴보기 위하여 중국의 서부대개발 사업과 동북지역 개발사업을 비교분석하는 방식으로 연구를 진행하였다. 중국은 동북지역 개발사업을 통해 동북 변경지역의 경제개발을 추진함으로써 지역간, 계층간 소득격차를 해소하고 이 지역에서의 소수민족 문제를 해결하여 국내의 변경지역 안보를 강화하고자 할 뿐만 아니라 접경국가들과의 관계에서 국경안보를 강화한다는 목적을 동시에 추구하고 있음을 규명하였다. 중국의 동북지역 개발계획이 공세적 팽창주의의 표현이라기보다는 자국의 국경지역 안보, 동북아지역의 안정을 추구하기 위한 다목적 사업임을 감안할 때, 이 지역 개발사업에 대한 우리 정부의 참여를 긍정적으로 검토할 필요가 있을 것으로 생각된다. 참여의 시기와 규모에 대한 신중한 고려와 함께 최대한의 수익창출이라는 경제적 관점에서의 투자, 민간경제 주도의 투자 등 일정한 기준과 원칙을 마련하고 치밀한 전략적 계획에 따른 참여가 이루어져야 할 것으로 생각된다. This study analyses the China`s intention to develop eastern Chinese area in the view of national security around the border area. It also consider the correspondence of South Korea against China government`s policies. As China well known as having the longest borderline in the world, as well as sharing them with the neighbor countries. Most of all, it is the geopolitical essential core for China about the security to keep these areas peaceful. Therefore, this study introduce the conception of border security, which is not only including the China`s national security in the boundaries against the neighbors, but also the Chinese domestic security problems in the frontier areas against the neighboring countries. And to search the intention of the policies for developing the eastern China, it will be examined as the way to compare and analyse the developing enterprises between the eastern China and the western China, in this paper.
