현대일본의 시민사회와 ‘독도’

독도 문제에 대해서는 샌프란시스코 강화조약 등을 부정하며 정부 사이트 및 지자체 사이트 등에서도 독도를 자국 땅이라고 주장하고 있고, 일본의 우익 세력들은 일제 시대의 여러 문제들과 더불어 독도 문제를 혐한을 위한 도구로 활용하고 있다. 이 글의 목적은 첫째, 독도 문제에 대한 민간 활동의 일본 정부의 예산 등의 실태 및 대응 방침을 살펴보고 검토. 둘째, 독도 문제에 대한 민간 차원의 활동 현황을 정리하는 것이다. 그리고 이를 통해 정부와 민간인의 인식 변화 및 활동의 연계성을 분석하고 향후의 추이를 살펴보고자 한다. 일본의 영토 관련 정책은 다르면서도 비슷하게 변화되고 있다. 우리나라의 독도처럼 자국민의 왕래가 계속되고 있고, 정부의 영향력이 지속되고 있는 영토에 관한 정책은 일본 내 민심 또는 일부 우익세력의 활동으로만 지지되고 있어 그 지속력 및 전파력이 정부의 입김과 무관할 수 없다는 것을 다시금 확인할 수 있었다. 특히나 K-CULTURE 가 전 세계적으로 강세를 보이고 있는 현재의 문화권 내에서는 정부의 정책과 민심은 그야 말로 같은 곳을 바라보기가 더욱 힘들어 지고 있는 상황이다. 실제로 일본 내 젊은 층은 대다수가 독도를 자국의 땅으로 인지조차 하지 못하고 있는 경우가 많고, 한국과의 분쟁보다는 적극적인 교류활동을 통한 우호적 국가가 되기를 희망하는 분위기를 쉽게 찾아 볼 수 있다. 지속되는 일본의 도발 속에 정부의 영토문제 관련 활동에 대한 개선 요청 및 학생 및 젊은 민간차원의 활동은 늘어나고 있고, 학생 및 일반인들의 관심은 갈수록 높아지고 있다. 우리는 관련국들의 정책 추이 및 그 근간에 대한 분석을 민간의 활동의 꾸준한 조사를 통해 계속해 나아가야 한다. As for the Dokdo issue, the government and local government sites have also denied the San Francisco Peace Treaty and claimed the islets as their own land, while right-wing forces in Japan are using the Dokdo issue as a tool for denunciation. The purpose of this article is to first examine and review the actual conditions of the Japanese government's budget and countermeasures against the Dokdo issue. Second, it is to summarize the current status of private-level activities on the Dokdo issue. Through this, we intend to analyze the link between changes in perception and activities between the government and civilians and examine future trends. Japan's territorial policy is changing differently and similarly. It was confirmed once again that the sustainability and propagation power of the government cannot be irrelevant to the influence of the government, as the policies on the territory, which continue to flow like Dokdo in Korea, and the government's influence, are supported only by public sentiment or right-wing forces in Japan. In particular, in the current culture, where K-CULTURE is strong around the world, the government's policies and public sentiment are becoming more difficult to see the same place. In fact, most young people in Japan do not even recognize Dokdo as their own land, and it is easy to find an atmosphere that hopes to become a friendly country through active exchange activities rather than disputes with Korea. Japan's continued provocations, the government's requests for improvement in territorial activities and activities at the student and young private levels are increasing, and students and the public are increasingly interested. We must continue to analyze the policy trends and fundamentals of the countries concerned through a steady investigation of private activities.
