Every 4 years, SSA prepares a new set of benchmark figures to serve as a basis for its series on national workers' compensation benefits and program operations. The 1980 benchmark figures, presented here, provide an opportunity to review program operations during the decade of the 1970's.
AbstractList Workers compensation programs complement the US Social Security system by providing: 1. cash payments, 2. medical benefits, and 3. rehabilitation services to disabled workers. In the 1970s, many changes occurred, including the establishment of federal occupational safety and health and Black Lung benefit programs. These changes forced states to make major program revisions that improved coverage and benefits. In 1980, 78.8 million workers were covered by workers compensation. Total workers compensation benefits increased 12.6% to $13.5 billion in 1980, consisting of $9.6 billion for cash benefits and $3.9 billion for medical and hospital care. Total benefits growth was more rapid in the 1970s than in the previous 2 decades due to the widespread liberalization of state benefits formulas that took place in the early 1970s. In 1980, benefit payments equaled 1.06% of payrolls of covered workers. Also detailed are: 1. adequacy of benefits, 2. employer costs, 3. state agency administrative costs, 4. data collection by the states, and 5. estimation procedures.
