Abstract In domestic legal science, the development of a model of administrative and legal support for the protection of personal data by subjects of public administration, which would comply with international legal standards and ensure effective protection of individual rights and freedoms in the context of the rapid development of digitalization in areas important to society, is ongoing. This, in turn, requires integration into the national legal system and harmonization with the European legal space. The article examines the theoretical and practical aspects of the classification of subjects of personal data of citizens within the framework of the modern doctrine of administrative law. An analysis of various approaches to defining the category of «subject of personal data» is carried out and a classification of subjects is proposed based on the level of legislative regulation, the sphere of public relations and the legal status of the person. Special attention is paid to the analysis of the legal status of individuals as subjects of personal data, in particular, determining the role of citizens and persons who are not citizens of Ukraine in the context of the protection of their personal data. A detailed analysis of the relationship between general legislation on the protection of personal data and special laws regulating the processing of personal data in specific areas, such as medicine, education, finance, provision of public services, etc. is also studied. The role of information technologies, in particular the rapid development of artificial intelligence and its influence in the formation of new approaches to the classification of personal data subjects, is also studied. It is determined that subgroups of personal data subjects depend on the nature of the collected information and its application in various areas of public relations. In addition, it is found that the protection of personal data of each category of persons requires appropriate legislative support, which guarantees the rights of personal data subjects at all stages of their processing, storage and use. The article aims to improve theoretical approaches to the classification of personal data subjects and their legal regulation in the context of administrative law of Ukraine, and also offers recommendations on possible directions for the development of the national legislative framework in the area under study.
