Principles of Police Activities Involving Foreign Violators

Fundamental human rights and liberties are the highest values in society and, therefore, must be fully protected. Thestate has developed a protective mechanism that comprises the Police Force with its primary function — to serve and protectthe rights and liberties of citizens in the Slovak Republic. If human rights and liberties are restricted or violated, the police takecontrol over unlawful acts by the performance of police activities. Such control is based on the legal norms which determinethe powers of the state authorities. On the other side, a set of legal principles stipulate the performance of police activities andhave a considerable influence on the service activities exercised by members of the Police Force and their legal status. Properunderstanding of these principles has a positive impact on the quality of respecting human rights and liberties by police officers,an aspect of which is that foreign nationals should be given special consideration, especially due to language differences.The paper, which is a part of the national research project, analyses the legislative framework of the police performance witha particular focus on foreigners who are frequent violators at public sports and cultural events. The main problem is the knowledgeand use of the common language by police officers and foreign violators as many times violent acts are, at the first stage, solvedusing proper spoken orders (communication)
