Abstract | Why are workers with disabilities about twice as likely as nondisabled workers to be in contingent and part‐time jobs? This study finds that disability income program earnings limits and employer discrimination play relatively minor roles, whereas the primary explanation is health problems that make traditional full‐time jobs difficult or impossible for many people with disabilities. Despite the lower pay and other drawbacks of many nonstandard jobs, they enable many people with disabilities to work who otherwise would not be employed. Policy implications are discussed. |

Why are workers with disabilities about twice as likely as non-disabled workers to be in contingent & part-time jobs? This study finds that disability income program earnings limits & employer discrimination play relatively minor roles, whereas the primary explanation is health problems that make traditional full-time jobs difficult or impossible for many people with disabilities. Despite the lower pay & other drawbacks of many nonstandard jobs, they enable many people with disabilities to work who otherwise would not be employed. Policy implications are discussed. 7 Tables, 2 Figures, 55 References. Adapted from the source document. Workers with disabilities are more likely than those without disabilities to be in contingent or part-time jobs. There are 3 major potential explanations: 1. Many people with disabilities have health or mobility problems and may choose jobs with flexible schedules. 2. The most common government disability income programs have earnings limits that effectively keep recipients from working permanent full-time jobs if they want to receive their full benefits and health insurance. 3. Employer discrimination may limit access to permanent full-time jobs among people with disabilities. The relative importance of these explanations is examined with a variety of analyses. The potential role of discrimination is examined by using state-level unemployment data to predict changes in work arrangements as markets tightened in the late 1990s. Health measures are very strong predictors of work arrangements, and several interviewees confirmed that health problems were the major reason for their temporary or part-time jobs. |
