城乡建设用地增减挂钩研究现状及发展对策
【目的】分析城乡建设用地增减挂钩研究现状，为推进增减挂钩工作的有序开展提供参考。【方法】运用文献综述法、归纳分析法，对增减挂钩的政策制度、周转指标管理、整理潜力、土地整理模式、土地权属、效益评价等方面的研究进行总结、分析，探讨增减挂钩实施中的问题，并提出对策建议。【结果】目前增减挂钩研究主要集中于政策制度、周转指标管理、整理潜力、土地整理模式、土地权属、效益评价等6方面，在增减挂钩工作实施过程中存在耕地补充失衡、农民权益受损、资金落实困难等问题。【建议】完善增减挂钩相关政策办法；挂钩项目区选择要先易后难，有序推进；提高公众参与程度；与新农村建设相结合；多渠道融资；加强增减挂钩土地资金及收益的管...
