基于模糊综合评价法的两规协调性评价研究——以武汉市为例
通过分析影响两规协调的因素，进而构建评价模型，并运用模糊综合评价法对武汉市两规协调度进行综合评价，为进一步优化土地利用和促进两规融合提供参考。研究结果表明：在两规协调性评价体系中，规划理念、规划编制和规划实施三个一级指标的权重分别为0.49、0.32和0.19；武汉市两规协调度综合评价值为77分，协调程度较好；武汉市两规在区域规划理念和城市化水平预测等方面协调度较高，而在社会化理念、专项规划实施和信息反馈等方面协调度较低。因此，树立一致的规划理念是两规融合的根本；协调建设用地规模和布局是两规融合的重点；此外，还需强化规划实施信息反馈和问责制度，及时解决两规冲突，以全面实现两规融合。...
