Forecast of pests and diseases of plant protection is the foundation. The paper propound a new pest and disease diagnosis and monitoring system based on intelligent mobile phone preliminary diagnosis and uploaded three response schema. The system can be more effective implementation of primary diagnosis, and for three levels of agriculture leading sector command major pest control, reduce the loss of plant diseases and insect pests to provide strong data base support, ensure national food safety to make important contribution, continuously upgrade the new level of agricultural modernization.
