As part of this process, the governance standards of other states became part of Western states' own security agendas, generating new, self-interested incentives for aid and intervention. In this article, I explore the possibilities for developing a realist-informed normative framework for humanitarian intervention in the context of the post–September 11international concern with transnational threats. |

The war on terror has redefined “governance” from concentrating on issues of economic viability and popular rights to a focus on the capacity of states to generate sufficient “order” to deter or capture the agents of the new transnational security threats: terrorists, smugglers, money launderers, the carriers of zoonotic disease. As part of this process, the governance standards of other states became part of Western states' own security agendas, generating new, self-interested incentives for aid and intervention. In this article, I explore the possibilities for developing a realist-informed normative framework for humanitarian intervention in the context of the post–September 11international concern with transnational threats. The motivation toward human rights interventionism on the part of Western states came in response to several factors. One was that human rights outrages appeared incongruous in the light of the predominant "new world order" liberal internationalist euphoria prevailing at the end of the Cold War. Argues that any worthwhile discussion of the ethics of intervention in international relations must move beyond conceptual notions of rights, obligations, order, & just war to look realistically at societies in distress. Humanitarian intervention is explored as a historical process that has evolved through four successive stages: economic, political, human rights, & governance interventionism. Different rationales & forms exhibited in each stage are addressed. Special attention is given to how the "new" interventionism that emerged after the 1970s in response to concerns about practices in developing states differed from traditional interventionism that was based primarily on strategic advantage. It is argued that each phase of humanitarian intervention has suffered from a "commitment shortfall" on behalf of intervening states & a "receptivity shortfall" within societies subject to intervention that have resulted from inattention to realist ethical concerns.
