Abstract There is growing recognition that children, adolescents, and adults who are mentally retarded are particularly vulnerable to sexual abuse and exploitation and are in need of intervention services. These people are especially vulnerable due to ther often life-long dependence on caregivers, relatively powerless position in society, emotional and social insecurities, and lack of education regarding sexuality and sexual abuse. In addition the mental health functioning and emotional development of individuals who are mentally retarded are not well understood, and many professionals remain uneducated about their mental health needs. To work effectively with this population, mental health professionals and educators must be alert to what is known about the sexual abuse and exploitation of persons with mental retardation. Furthermore, they need to become educated about the rights of these persons to special legal protection from abuse and neglect and to appropriate and effective mental health interventions. The challenge for mental health professionals and educators is to protect persons who are mentally retarded from sexual abuse and exploitation, to provide appropriate psychotherapeutic intervientions when abuse occurs, to respect their right to developmentally appropriate knowledge about sexuality and sexual abuse, and to allow for the fulfillment of their sexuality. Par ailleurs le fonctionnement mental et le développement affectif de ces individus n'est pas très bien compris et beaucoup de personne dans les professions ne connaissent pas les besoins affectifs de ces personnes. Si l'on veux travailler efficacement avec une telle population il faut que les professionnels de la santé mentale et les éducateurs soient conscients de ce que l'on connaît au sujet des sévices sexuels et de l'exploitation sexuelle de personnes handicapées mentales. En plus ce personnel doit apprendre quels sont les droits des handicapés quant aux interventions dans le domaine de la santé mentale appropriées et efficaces. Dans ce présent article, les auteurs font des considérations socio-juridiques et examinent les facteurs augmentant la vulnérabilité des handicapés mentaux en ce qui concerne les abus et l'exploitation sexuelle. Les auteurs discutent ce que l'ont sait sur la nature des sévices sexuels exercés sur des handicapés mentaux et ce que l'on sait sur leurs effets. En outre, ils présentent des directives pour l'identification, l'enregistrement et le traitement de ces situations. AbstractList The incidence of sexual abuse & exploitation of mentally retarded children & adults in the US is examined, noting the lack of accurate statistics. Two sociolegal issues are considered: (1) the classification of the intellectually disabled as a special group of people, & (2) the ability of the mentally retarded to give legal consent to a sexual relationship. Special risks for sexual abuse encountered by the mentally retarded are discussed, along with the initial long-term effects of abuse.
