These conclusions indicate that resource economics research that focuses upon (1) the economic significance to interested parties of alternative delineations of property rights, (2) development of policy tools appropriate for each possible property rights delineation, and (3) the relative cost-effectiveness of these policy tools is most useful for policy-making.

The contribution of resource economics and property rights to the formulation of US wetlands policy is discussed. The optimal pollution model, based on maximization of benefits of wetland protection, is not directly applicable to such policy. The assignment of property rights among wetland owners and the general public is the more fundamental political issue relative to net benefit maximization. Resource economics research most useful for policy making in this arena focuses on the economic importance to interested parties of alternative property rights delineations and cost-effectiveness measures.
