A methodology is developed that demonstrates how West German TV news in 1986 could be used to predict time trends in the public agenda for energy supply, health care, & other issues. Of major importance that year was the Chernobyl accident in the former USSR. The direct result was an increase in agenda concern for energy supply. Findings of both media content analysis & public surveys show how coverage of that incident & other issues exerted a combined influence on the public agenda. 1 Table, 2 Figures, 1 Appendix, 22 References.
