Abstract | Energy regulations prescribed by federal legislation and executive orders require federal facilities to reduce energy consumption per square foot of building floor space (hereinafter referred to as "energy intensity"). Prior regulations required energy intensity to be reduced by 10 percent, 20 percent, and 30 percent relative to a 1985 baseline by the years 1995, 2000, and 2005, respectively. Executive Order 13123 recently extended the requirements to a 35 percent reduction by 2010 relative to 1985.
Based on 1998 energy consumption, FORSCOM energy intensity had dropped by 13.7 percent since 1985. Thus, FORSCOM met the 10 percent reduction required by 1995, but is far short of the 20 percent, 30 percent, and 35 percent reduction requirements established for 2000, 2005, and 2010, respectively.
Moderate success to date and concern about meeting future requirements prompted FORSCOM to initiate an evaluation of factors limiting site energy intensity improvement. The objectives of this assessment included:
1.
Identifying the factors affecting energy intensity changes;
2.
Estimating the impact on energy intensity of these factors; and
3.
Developing strategies for reducing energy intensity.
This article reports on the methodology and results for Fort Hood, the first FORSCOM site to be evaluated. |
