Abstract With the increasing deficit of financial resources experienced by both state and private companies, it is important to specify the sources and opportunities for the financial development of the Arctic region. It is also important to determine the extent to which the added value that is generated by territories is balanced and efficient. This article presents a methodological approach to creating financial balances for the Arctic territories and highlights channels for the outflow and inflow of resources in the Ural part of the Arctic. The resulting analysis highlights the main contours of a long-term financial strategy for the development of the Arctic territories.
