| Abstract | This article compares trends in the industrial development of the monocities of the Russian Arctic to those in the development of Germany's Ruhr industrial district. It has been shown that in terms of the magnitude of its industrial development, the Arctic can be considered the domestic "Polar Ruhr." A comparative analysis is performed on the economic development of the two regions. This analysis is based on the notion that there are stages to structural policies seeking to transform old industrial monocities. Based on fifty years of experience with the transformation of the Ruhr, this analysis for the first time systemizes the analogous experience of Russia's Arctic monocities. A conclusion is made about the industrialization of the Arctic as an intrinsic and inherent characteristic feature that should not be overcome but should be constructively interpreted in local projects. |
