How Does Technical Capture Matter in the Decision Making Process: Three Episodes from an Internet Governance Organization

Technical capture refers to preemptive actions that lead to shaping technically legitimate norms, standards, or interpretation by which technical experts define a set of technical requirements that must be considered in the decision making process. In order to understand how technical experts exercise their influences through technical capture in the decision making process in organizations, the paper illustrates three episodes of technical capture from an Internet governance organization, ICANN (the Internet Corporation for Assigned Numbers and Names). ICANN is a vehicle to deliver the notion of technical capture by examining how technical capture matters in the global context of Internet governance decision making process. This paper suggests some research areas to which the notion of technical capture can make contribution. KCI Citation Count: 0
