ШЛЯХИ ТА СПОСОБИ РОЗВ’ЯЗАННЯ АКТУАЛЬНИХ ПРОБЛЕМ ОСВІТНЬОЇ ПІДГОТОВКИ ПЕРСОНАЛУ ДЕРЖАВНОЇ ПРИКОРДОННОЇ СЛУЖБИ УКРАЇНИ В КОНТЕКСТІ ТРАНСФОРМАЦІЇ ВІЙСЬКОВОЇ ОСВІТИ

The article substantiates the need to improve the educational training of personnel of the security and defense sector of Ukraine, in particular, the State Border Guard Service of Ukraine (SBGSU). The results of the analysis and generalization of the currently relevant provisions for education and military education, which should be taken into account as initial conditions for substantiating the ways and means of solving the current problems of educational training of the personnel of the SBGSU in the context of the transformation of the military education system, are presented. Theoretically possible ways of solving current problems are presented, as well as promising models of educational training in educational institutions of SBGSU. It has been found that in determining ways to improve the educational training of the personnel of the State Border Guard Service of Ukraine, the following interrelated factors should be taken into account: the rapidly changing and fleeting processes of social development; socio-economic and socio-political transformations in society; the processes of globalization; the rapid increase in the amount of information. The goals of forming a new system of military education in Ukraine and the main requirements for its further development are also the basis for defining these ways. It has been established that theoretically possible ways of solving current problems of transformation of educational training of SBGSU personnel are improvement of basic education and optimization of postgraduate system of education. Improving basic education involves training in differentiated nominal leadership courses and adjusting the list of specialties or educational programs. A comparative analysis of alternative options for implementing the educational training of tactical level officers in a departmental higher military education institution has been conducted. Optimizing the system of postgraduate education involves adjusting the list and content of existing professional development courses, as well as adapting full-length individual leadership courses for specific categories of officers of the SBGSU. Prospective models of educational training in the educational institutions of the SBGSU and options for their implementation in the departmental higher military educational institution for different levels of education and specialties are proposed. Models are formed taking into account the principles of structural functionality, differentiation in the implementation mechanisms of the individual components, compliance with state standards of education (military education). Ways of solving current problems of improving the educational training of personnel of the State Border Guard Service of Ukraine through the prism of tasks to be implemented by departmental educational institutions are presented. У статті обґрунтовано необхідність удосконалення освітньої підготовки персоналу складових сектору безпеки і оборони України, зокрема Державної прикордонної служби України (ДПСУ). Подано результати аналізу та узагальнення актуальних на нинішній час для освіти та військової освіти положень, що мають бути враховані як початкові умови щодо обґрунтування шляхів і способів розв’язання актуальних проблем освітньої підготовки персоналу ДПСУ в контексті трансформації системи військової освіти. Представлено теоретично можливі шляхи вирішення актуальних проблем, а також перспективні моделі освітньої підготовки у навчальних закладах ДПСУ. Установлено, що для визначення шляхів удосконалення освітньої підготовки персоналу ДПСУ необхідно враховувати певні взаємопов’язані чинники: швидкозмінність і швидкоплинність процесів суспільного розвитку; соціально-економічні та соціально-політичні трансформації у суспільстві; процеси глобалізації; швидке збільшення обсягів інформації. Також в основу визначення цих шляхів покладено мету формування нової системи військової освіти в Україні та головні вимоги щодо подальшого її розвитку. З’ясовано, що теоретично можливими шляхами вирішення актуальних проблем трансформації освітньої підготовки персоналу ДПСУ є покращення базової освіти та оптимізація системи післядипломної освіти. Покращення базової освіти передбачає започаткування освітньої підготовки за диференційованою номінальною тематикою лідерських курсів та корегування переліку спеціальностей або освітніх програм. Проведено порівняльний аналіз альтернативних варіантів реалізації освітньої підготовки офіцерів тактичного рівня у відомчому вищому військовому навчальному закладі. Оптимізація системи післядипломної освіти передбачає корегування переліку та змісту наявних курсів підвищення кваліфікації, а також адаптацію повноформатних окремих лідерських курсів для окремих категорій офіцерів ДПСУ. Запропоновано перспективні моделі освітньої підготовки в навчальних закладах ДПСУ та варіанти щодо їх реалізації у відомчому ВВНЗ для різних рівнів освіти та спеціальностей. Моделі сформовано з урахуванням принципів структурної функціональності, диференційованості щодо запровадження механізмів реалізації окремих складових, відповідності державним стандартам освіти (військової освіти). Наведено способи вирішення актуальних проблем удосконалення освітньої підготовки персоналу ДПСУ через призму завдань, які реалізовуватимуться відомчими закладами освіти.
